Free Software, the CUTI and the Uruguayan State


Ok, free software users. My tongue is very sharp and the keyboard is about to get hot. At the beginning of the XNUMXth century, Uruguay was known as something more than a buffer state between Brazil and Argentina. It was a country at the forefront of legislation: separation of church and state, divorce, female vote, being a social democratic country (before the arrival of the Bolshevik revolution), etc. Today, if someone continues to call us "The Switzerland of America" ​​it is because we are almost a tax haven (I know who I am referring to).

In terms of promoting free software, we have the Ceibal Plan, but recently a proposal emerged that would mean one more progress. It is a bill that states that all state documents (the 3 powers, and a lot of other organisms), already disclosed in closed formats, that are also disclosed in at least one open format. In addition to open is going to be preferred in terms of contracting software licenses and exchanging information with the state. And of course, teach how to use free software in the schools. We are making progress? Well, just recently the bill was approved in the Chamber of Deputies. Now it will go to the Senate Chamber and if it is approved (and is not vetoed by the president)We have law and RMS we teach him to dance candombe.

What happens now? The Uruguayan Chamber of Information Technologies (hereinafter CUTI) declared to be worried because if this project is approved, «it could increase state spending and does endanger the growth of the ICT industry«. I'm going to list the following quotes from that statement:
