As you can see in the image above, these are icons for KDE : )
They are interesting to me, because there are some that are certainly good, for example those in the upper right corner

interesting collection. I know of some of those icons, from a collection available on the Rocket-dock for Windows site.
I've never installed kde, but I'm wanting to try it, with arch, or with chakra.

If it weren't for the fact that some look very old and some look very new it would be a good icon theme.

I don't know ... I'm not convinced, as it lacks consistency. But it says they are in development, ... hopefully.
I see that something is missing ...: / mmm good hope to see that they improve xD, while I continue with the Mak Lion Taste icons

In my opinion the KDE icons have always been one of the best.

mmmm the ones you download and install (and use) will be put in .icons … Is this what you mean?
It reminds you of KDE 3 because they are for that xD desktop environment, they are not for KDE 4, notice that the icon pack page in kde-look says: "Depends on KDE 3.x"
This theme was used by me when I was in KDE 3.5, without a doubt the best.
